| Research on Block Regeneration Methods Centered on HolisticCoordination: Based on Three Practical Cases in Shanghai |
| DONG Yijia,,DENG Gang |
| Abstract: |
| In the era of urban stock development, block regeneration faces
systemic challenges, including diverse stakeholders, complex accountabilities,
and fragmented governance structures, rendering the traditional "point-based
regeneration" model unsustainable. This paper constructs a methodological
framework for block regeneration from the perspective of holistic coordination.
It clarifies the roles of six types of stakeholders - policy supporters, coordination
managers, site suppliers, value co-creators, operation managers, and technical
consultants - and proposes eight coordination approaches across three
phases: the investigation and planning phase, the implementation phase,
and the operation and maintenance phase. Drawing on three empirical
cases in Shanghai - the Shanbei Block Renewal in Huangpu District, the
Tianlin Neighborhood Renewal in Xuhui District, and the Wantihui Community
Service Complex in Xuhui District - this study validates the effectiveness of
the proposed coordination methods in addressing challenges such as cultural
discontinuity, spatial fragmentation, and resource dispersion. The investigation
and planning phase focuses on identifying problems and building a shared vision
for collaborative problem-solving among stakeholders. The implementation
phase integrates financial and operational considerations into the planning
process, translating solutions into actionable spatial interventions. The operation
and maintenance phase emphasizes continuous monitoring and dynamic
adjustment, enabling new operational models to replace outdated ones. The
research findings indicate that block regeneration requires a paradigm shift
from "project-oriented thinking" to "coordinated governance". Unlike the
fragmented, short-term approach of point-based regeneration, coordinated
governance emphasizes systematic reorganization of all elements - including
spatial resources, financial investment, operational capacity, and community
engagement - to achieve the composite and sustainable operation of economic,
social, and cultural values. Effective coordination, as demonstrated by the
three cases, is not a predetermined outcome but an emergent process shaped
through continuous interaction, negotiation, and adaptation throughout the
project life cycle. The study concludes that the core of block regeneration lies
in establishing multi-stakeholder collaboration platforms, maintaining dynamic
flexibility during implementation, and institutionalizing community engagement
mechanisms for long-term sustainability. |
