以英国存量更新风景园林实践为基础,运用扎根理
论结合问题导向的跨学科分析,对生态资源保护进行政策、规
范、技术理论研究,得出以下结论:从各级政策到工程规范,
生态资源保护目标一致,主体逻辑相似重叠,层级间的结合对
接紧密;存量更新项目中生态资源的特征、变化、补偿、价值
是英国规划考评中风景园林与生态层面的关键;按地方生态资
源发展需求建立跨学科团队,上下层级及平行联动的合作模式
确保了治理目标的务实落地;空间规划体系中生态资源管控链
条成熟,是政策治理走向效能落地的核心。面向中国未来空间
规划治理,创新提出“政策叠合下放-地方管控升级-技术对接
规划-学科阶段联动”的借鉴思路,为促进生态资源保护治理
的有效落地作出贡献。 |

Abstract: |
: Based on landscape practices of build-up regeneration
projects in the UK, applying the Grounded Theory with problemoriented interdisciplinary analysis, the research focused on the
ecological resource protection policies, legislations, technical
theories, drawing the conclusions from the policies at hierarchy
levels to the technical specifications, ecological conservation goals
consistent, subjects logic similar while overlapped, and hierarchy
closely linked; the characteristics, changes, compensations and
values of ecological resources in build-up regeneration projects
are the key to landscape and ecological aspects in planning;
interdisciplinary teams, which are established according to specific
development needs of local ecological resources in the cooperation
mode of upper and lower levels and parallel linkage, ensure the
pragmatic implementation of governance objectives; and the
mature chain of ecological resource management and control in
the spatial planning system is at the core of policy governance to
achieve effective implementation. Thinking ahead toward China's
future spatial planning and governance, the paper innovatively
puts forward the reference idea of "policy overlapping and
delegating - local governance upgrading - technology docking
planning - disciplinary linkage in stages", for making contributions
to promote the effective implementation of ecological resource
protection and governance. |
