基于社会影响评价对国家公园设立产生的社会影响
与社会效益等,进行预先识别、分析、预测具有重要意义。
采用文献资料收集、实地考察、问卷调查等方式开展社会评
价调研,构建国家公园社会影响评价指标体系。通过定量与
定性分析、利益相关者分析以及对比分析等方法,对秦岭国
家公园设立的社会影响、经济影响、风险等进行评价。研
究发现:1)秦岭国家公园建设与利益相关者之间呈正相关关
系;2)社会影响广泛,具有较强的适应性;3)有利于区域经
济和生态的协同发展;4)整体风险程度一般,通过科学管理
和严格管控可有效规避或防范;5)通过制定社会管理方案,
可增强秦岭国家公园建设与社会效益的可持续性。因此,认
为:国家公园社会影响评价体系符合中国国情和国家公园发展
实际,具有较强的科学性、适应性和可操作性。 |

Construction and Evaluation of Social Impact System in National Parks—A Case Study of Qinling National Park |

Abstract: |
It is of great significance to identify, analyze and predict
the social impact and social benefits of the establishment of national
parks based on social impact assessment. Through literature collection,
field investigation, questionnaire survey and other methods to carry out
social evaluation research, the social impact evaluation index system
of Qinling National Park was established. Through quantitative and
qualitative analysis, stakeholder analysis and comparative analysis,
this paper evaluates the social impact, economic impact and risk of the
establishment of Qinling National Park. The results show that: 1) There
is a positive correlation between the construction of Qinling National
Park and stakeholders; 2) The social impact is extensive and has strong
adaptability; 3) It is beneficial to the coordinated development of regional
economy and ecology; 4) The overall risk degree is general, which can
be effectively avoided or prevented through scientific management
and strict control; 5) The sustainable development of the construction
and social benefits of Qinling National Park can be enhanced through
the formulation of social management programs. Therefore, this study
believes that the national park social impact evaluation system is in line
with the national conditions and the actual development of national parks
of China, and is strongly scientific, adaptable, and feasible |
